The IRS and the Health Saving Account

HRAs, which were introduced later, not by employee funds, are subject to the same IRS requirements as FSAs, and are accessed only by paper claims or debit cards. Users of the health savings account need only retain their receipts with their tax papers, unlike the HRAs and the FSAs. If the charge is not substantiated by auto-adjudication or receipts, the HRA provider must suspend the card until it is recouped.

The same as a debit card, the FSA cards are used to cover medical expenses. In some cases, the benefits administrator will require a copay for access to the funds, and then submit the receipt to the copay. Once the paperwork is submitted, employees will be reimbursed.
