Can junk mail go into a quarantine state?
Junk mail can go into a Quarantine state if it is not safe to receive it. You can either move Quarantined messages to your inbox or remove them. The messages will not be accessible after two weeks.
Remarks on the Quarantine
There is no need to remove your messages from the Quarantine. The Quarantine will automatically remove a message after 30 days if you don't release it. If you look at the messages in your Quarantine location, you will not need to do anything. The messages will be deleted when they are sent.
The message ID
The globally unique identifier of the message is called the message ID. The details flyout pane shows the message ID value if you select it. The message trace can be used to find messages.
What is in exchange?
One may ask what is in exchange. Exchange server has a feature called "spam quasar" that helps reduce the risk of losing legitimate email messages by giving a temporary storage location for messages that are identified as junk. Exchange server 2010 did not change the Spam Quarantine.
Configuring the SCL Threshold in Outlook
The message will be lost if it is rejected because of a storage quota. Exchange doesn't generate NDRs for messages that are wrapped as NDRs. You need to set Outlook delegate access permission to meet your organization's needs.
You can change the Outlook profile to show the original sender, recipient, and SCL value of the message. To see the original sender in the mail, you must use the Configure Outlook feature. The value of the scl threshold is the one that will send a message to the mailbox.
You can set the threshold to a value from 0 to 9 if you think that 0 is less likely to be a nuisance. The size of the mailbox is monitored. The volume of email messages can change because of a number of factors, including a large influx of new employees, the natural trend of larger message sizes, or the threshold value on the SCL quarantine action.

After configuring the SCL threshold, periodically monitor the settings and adjust them according to your organization's needs.
