Most coaches have no desire to be anything other than a coach at the grass roots level. Keeping a team together and avoiding the wooden spoon is what happiness is about. The coach education system provides a small amount of information that focuses on safety and ethical coaching practice.

The price of continuing education is often not paid for by the grass roots coaches. There is a big issue with recruitment. Falling participation levels can cause the demise of a club.

The club's income is reduced, the community is no longer considered a part of the club, and the facilities are not maintained. The heart of what sport is about is athlete development. Developing social and ethical skills and preparing people for healthy and productive lives are part of athlete development.

The term "Athlete Development Program" is a program that aims to identify and develop people to high levels of sport performance. An athlete development program could identify promising athletes at the club level and improve their ability to play at the state level, or identify athletes at the state level and prepare them for representation at the national level. The mission of sport organizations at every level is to provide participants with opportunity and athlete development is a critical strategy for that.
