The presence of dry air in the middle of the atmosphere can be quickly cooled by a storm, which can help to form tornadoes.

Weak tornadoes are formed because of lack of wind shear and instability. Weak tornadoes form if the atmosphere is not unstable and wind shear conditions are strong. The results are similar.
