There is no option to disabling it completely. The button can only be removed from the Taskbar. Signing out of your Microsoft account will make the dashboard useless.

The intent of the dashboard is good, but there are things that Microsoft could have done differently. You have to sign in with a Microsoft account to use the company'swidgets, and some tasks like changing settings and viewing content require you to use the web browser.
